Would Medicaid pay for testing supplies and provide insurance for an unemployed diabetic?

I reasearching for my brother in Georgia. He is currently unemployed and have difficulties finding or keeping a steady job because of his type 1 diabetes and other psychological problems and physical. It should also be able to help him out of the county where the type of insurance to Georgia to seek low-income people. Most states have something (usually some form of Medicaid) but should apply. Unfortunately, we have difficulty keeping a job. I've never been able to get a job at all. I have epilepsy as well. In California, Medicaid will not pay for test strips.
